Relations with CPI(M) good, says JVP

The Sri Lankan Marxist JVP party today underlined its close relations with the Communist Party of India-Marxist despite not being invited for the CPI(M) conclave in Tamil Nadu next month. The Janatha Vimukthi Peramuna (JVP), which is usually amongst the invitees for the CPI-M's Congress, has been overlooked for the left party's conclave this year in Coimbatore from March 29 to April 3.

"We have not been invited," said R. Chandrasekaran, a senior JVP member and the Tamil face of the party.

It is being felt that the JVP supremo Somawansa Amar Singhe's recent utterances against India could be the reason for the Indian communist party not extending an invitation to the Island country's left party to attend the meeting. "Our relations with the CPI(M) will in no way be affected due to our not being invited for the conclave and it will remain good," Chandrasekaran told PTI.

Cairn in race for two Lankan oil blocks

Cairn India has entered the race for acquiring two oil exploration blocks in Sri Lanka, by bidding for blocks 001 and 002 under the ongoing Sri Lankan licensing round. Back home, it has decided to undertake exploratory drilling in new areas in Rajasthan.

According to sources, Sri Lanka’s block 001 is spread over 3,338 sq km, and block 002, 3,572 sq km. Block 001 is, in fact, closer to the Cauvery basin, where oil and gas has already been discovered, hence it is attracting bids from other international oil exploration companies as well. The chances of striking oil here are higher as geological features of the blocks are similar.

In India, Cairn Energy India (CEIL) — the operator, on behalf of joint venture partners Cairn India and ONGC in contract area RJ-ON-90/1 in Rajasthan — has decided to commence production activities and development drilling at the Mangala Field.

India continues to influence events in Sri Lanka

Since the government proposed and accepted the 13th amendment to Sri Lanka’s constitution as a means to devolve power within a unitary state, India’s interference in the affairs of its southern neighbour is becoming increasingly clear — and even coming under fire.

None would dispute the claim that India has a role to play in Sri Lanka’s ethnic crisis. After all, it was India which in the early 1980s trained, armed and financed several Tamil militant groups to fight the Sri Lankan government.

It was India which came to the rescue of the Liberation Tigers of Tamil Eelam (LTTE) and other militant groups when the Sri Lankan security forces were about to capture the Tamil Tiger stronghold of Vadamarachchi in 1987.

It was India which imposed on Sri Lanka the 13th amendment to the constitution following a 1987 treaty.

Even after Rajiv Gandhi, the former Indian Prime Minister, who browbeat Sri Lanka into accepting the 13th amendment, was killed in a Tamil Tiger suicide attack, India continued to play its role of running with the hare and hunting with the hounds.

Though India banned the LTTE as a terrorist organisation, for strategic purposes, it maintains some secret links with the LTTE. A case in point was when the LTTE laid siege on Jaffna in 2000, India, responding to a plea from the then Sri Lankan government, asked the rebels not to capture Jaffna.

Sri Lankan rice importers to be issued certificate

The Trade Development Authority of Pakistan (TDAP) will issue the “certificate of origin” for the export of long grain basmati rice to Sri Lanka under zero-duty facility on the first-come-first-serve basis, according to a TDAP official on Monday.

Sri Lankan public sector agency will import 500 tonnes of basmati rice duty-free. The official said that this certificate will be issued on submission of copies of “bill of lading” along with the commercial invoice and the original copy of quality certificate by the Trading Corporation of Pakistan (TCP) or Quality Review Committee (QRC) certifying that the consignment is long grain basmati rice.

He pointed out that TDAP will issue the certificate on post-shipment basis only. He said Sri Lankan Department of Commerce will not allocate any quota to the importers in Sri Lanka. He said that Sri Lankan importers will now apply for the issuance of letter of recommendation through their Commerce Department to the Ministry of Finance. The official said that these measures have been taken to fully utilise the available quota.

Rama Mani, NGOs, and Foreign Relations

The main focus of this article is on the external aspect of the Rama Mani case, more specifically on the damage that it can do to our foreign relations. But it is relevant for my purposes to begin with a brief observation on its internal aspect.

Reportedly Ms Mani had received a letter dismissing her with immediate effect from the post of Director at the ICES. Apparently no opportunity was given to her to defend herself against any charges prior to the issue of that letter, which can therefore be taken as outraging the norms of natural justice. However, she was reinstated in her post by a further letter and asked to continue for the full term for which she had contracted.

Worth emphasising is that she had received strong support from the ICES staff, who had given her a grand send-off even though it was known that she was being ordered out of the country by the Government.

There is in humanity a deep love of justice. There is also in humanity a deep love of injustice. Otherwise we cannot explain why injustices are committed all over the world practically all the time, and at the same time injustices are corrected.

The Government turns its’ back on fishermen

Over 10 thousand Sri Lankan fishermen, a large slice of the national economy, are suffering because of Government policies. The warning comes from Premasiri Manage, a member of the Janatha Vimukthi Peramuna (JVP), a party that contributed to the rise to power of current president Mahinda Rajapakse.

The politician, who is also a member of the All Island General Fisheries Federation, explained the problem during a press conference held in Colombo on February 22nd.

“The government – charged Manage – is not paying sufficient attention to this sector of workers”. The Federation is threatening a national protest, if Colombo continues to favour large foreign fishing fleet’s exploitation of Sri Lankan waters and does not block importation of fish products, which has led to the plummeting price of fish and made it impossible for local fishermen to compete. “One fishing trip of medium length – the politician underlined – costs our fisherman up to 1300 Euros”.

LTTE violates Children's Rights - Human Rights Watch

International human rights group- Human Rights Watch claim that the Liberation Tigers of Tamil Ealam - LTTE has failed to release the children from its ranks by December 31, 2007, the deadline it agreed to under the terms of an action plan signed on October 15, 2007.

“The LTTE has ignored repeated appeals to end its use of child soldiers,” said Joe Becker, children's rights advocate at HRW.

The LTTE, who claims to be the guardians of the entire Tamil community abducted thousands of children from their schools and use them in their war fronts. While doing so, this self-elected Liberator of Tamils could "liberate" hundreds of Tamil children at their front defence lines.

The security forces have found letters written by some of them, in which they have heavily criticized and cursed the LTTE leadership for ruining their lives.

LTTE still maintain several brigades which are totally run by child soldiers. The tragedy here is to see that the children of LTTE leaders are enjoying special privileges while the children of the poor are forced to the war fronts.

India Should Help Rajapaksa Solve Tamil Problem: EROS Leader

A top leader of a Sri Lankan Tamil political party has said President Mahinda Rajapaksa is eager to solve the long-standing ethnic problem in Sri Lanka and has appealed to India to help him in the task.

'We have no doubt that Rajapaksa wants to solve the problem. His sincerity is evident in his practical approach to the question,' said Rajanathan Prabaharan, general secretary of the Eelavar Democratic Front (EDF), the political wing of the Eelam Revolutionary Organisation of Students (EROS), a Sri Lankan Tamil militant group that had given up arms to join the democratic mainstream.

'Instead of thrusting his ideas on the country, Rajapaksa formed an all-party committee to go into the question of power devolution. And what the committee had suggested - the full implementation of the existing provisions of the constitution relating to devolution of power - is the most practical yet,' Prabaharan told IANS over the phone from Batticaloa, where he is a candidate for the post of town mayor in the local body elections March 10.

"It will be difficult. You know that an Indian court wants him. India is a very legalistic country. You know that they regularly send us notes for Prabhakaran's extradition.

Recruiting Easier When You Are Winning

The army offensive continues, with nearly 400 LTTE fighters claimed killed in the last two weeks. The government claims a 16:1 combat ratio (16 dead enemy for each deal soldier). Given the reports, from late last year, of the LTTE forcibly recruiting anyone, especially teenagers, and low morale in LTTE territory, this ratio is possible.

The army is advancing, and the soldiers are better trained, and more experienced than in the past. Five years ago, an outnumbered force of LTTE gunmen could rout the army, sending soldiers fleeing, and often deserting. None of that now.

In response, the LTTE has increased its terror attacks, contributing to the heavy toll of civilian casualties (nearly 500 dead and wounded so far this year.) Some civilians are killed in LTTE territory as well, as the LTTE sometimes puts military facilities in residential area, to try and gain some protection from artillery or bombing attacks (or at least some useful propaganda images of civilians killed by the government).

Most of the fighting takes place in the bush, as troops pound, and then rush, LTTE bunkers, killing or chasing away the LTTE defenders. Now bunkers are built a kilometers or so away, but each bunker complex taken reduces the territory the LTTE controls.

The government has taken several measures to combat LTTE terrorist attacks. The public will no longer be allowed at school ceremonies, as the LTTE has found such ceremonies an attractive terror target. Nothing terrorizes better than attacks on children.

Aerial Attacks to Support Ground Troops Conducted

Ongoing offensives of the troops in MANNAR and MULLAITHIVU districts received a further boost this afternoon (21) when two Sri Lankan Air Force sorties shelled LTTE gun positions, from where the terrorists were directing artillery and other heavy fire towards the troops.

Those two air sorties carried out between 12.00 noon and 1.00 p.m. enormously helped the troops to move forward more confidently causing more and more losses to the terrorists.

Pilots confirmed the enemy’s firing capacity was considerably reduced as a result of those aerial attacks.

Jayalalithaa questions 'inaction' against VCK leader

The war of words between Chief Minister M Karunanidhi and AIADMK supremo Jayalalithaa on the LTTE issue continued unabated with the latter on Wednesday wanting to know why the government had not yet taken action against Viduthalai Chiruthaigal Katchi (VCK) leader Thol Tirumavalavan for his alleged statements in support of the banned outfit.

Though the Prevention of Terrorism Act (POTA) had been repealed, the Chief Minister was still harping on it and maintaining that there was no legal avenue to take action against the VCK leader, she said in a statement here.

She said the Centre had banned the LTTE under the Unlawful Activities (Prevention) Act in 1992 which was being renewed every two years. As per Section 39 of the Act, expressing support to the proscribed LTTE was a crime, attracting an imprisonment of 10 years, she contended.

Tamil Separatists Hail Kosovo's Independence Declaration

Separatist Sri Lankan Tamils have hailed the emergence of an independent Kosovo with Western support, saying it augurs well for the liberation of 'oppressed' minorities like the Tamils of northeast Sri Lanka.

Most Sri Lankans do not relish the prospect of their small island country breaking up on the prodding of powerful Western nations. But while radicals like the Janatha Vimukthi Permuna (JVP) would like the Mahinda Rajapaksa government to take a strong anti-West stance, the liberals are urging restraint on the plea that belligerence will only provoke the West to side with the Tamil separatists when it comes to the crunch.

In its editorial, the Colombo-based radical Tamil daily Sudar Oli said it was not surprising that the Sri Lankan government was the first to condemn Kosovo's unilateral declaration of independence (UDI) Sunday.

Sri Lanka fight to stay in series

Sri Lanka's match against Australia at the MCG on Friday is not technically a must-win game for the visitors but Mahela Jayawardene knows another defeat could be as good as fatal to their CB Series. Australia are all but into the deciders - a victory on Friday will confirm it - and they are taking the opportunity to again rest their spearhead Brett Lee.

However, Jayawardene said with several Australia batsmen out of form the hosts would be keen to regain their touch ahead of the finals. "I've played Australia quite a few times," Jayawardene said. "They don't take any game lightly. Even without Brett they've done pretty well, they've shown that they can control things out there in the middle."

The embassy had hiked the minimum salary for skilled labour from Sri Lanka to QR900 from January 1 this year. Earlier, the minimum salary of a Sri Lankan skilled worker was QR650.

Asian countries fearful over Kosovo independence

The declaration of Kosovo's independence is generating fear in many Asian nations, above all those made up of various ethnic groups. They are afraid that Kosovo's unilateral independence could be a model for many other groups, leading to the disintegration of countries like China, Indonesia, Sri Lanka, and even India.

Yesterday, the Kosovar parliament unanimously (and unilaterally) declared its independence from Serbia. The region, which now has an overwhelmingly Albanian and Muslim majority population, has separated from the rest of Serbia, which is of Slavic and Orthodox tradition.

The decision, which has long been supported by the United States, has created joy in Kosovo, but great concern in the world. Various countries of the European Union - Great Britain, Germany, France, Italy - are ready to recognise the new country, together with the U.S.

Russia, allied with Serbia, asked overnight for an emergency meeting of the UN Security Council, and obtained a more formal and extensive meeting on the topic for tomorrow afternoon.

Animal rights group protests LTTE attack on zoo

An international animal rights organisation has protested the bombing of a zoo in Dehiwela in Sri Lanka, allegedly by Tamil Tiger rebels earlier this month. “In addition to injuring several human beings - which was no doubt its intent - the explosive device that was set off near the zoo’s birds enclosure terrified many animals in the zoo,” said Ingrid E. Newkirk, president of People for the Ethical Treatment of Animals (PETA) in a letter to the Tamil Tiger leader, Velupillai Prabhakaran.

At least seven people, including two children, were injured, when a grenade kept near the birds’ enclosure went off Feb 3.

Newkirk said that animals got caught in the cross fire of wars all over the world and countless animals were being killed either intentionally or accidentally in bomb attacks worldwide.

Lamentation of a slain female LTTE cadre

This is a lamentation of a female Tiger cadre Jenny, who died in a recent battle with the Sri Lanka Army in Parapakandal, located in the Mannar district. After her death letters were recovered from her.

The letters reveal the mentality of the female cadre who was recruited forcefully by the Liberation Tigers of Tamil Eelam to be a cannon fodder in a meaningless battle which kills so far more than 20,000 LTTE cadres alone.

In one of the letters found in the body of the female cadre reveals that she did not join the LTTE voluntarily. She was forcefully conscripted. She knew very well that she will never be able to leave from the grip of the Tamil Tigers. But she was longing to be reunited with her father, mother, sisters, brothers and others in the family. Unfortunately her yearnings did not materialize.

“When will I be able to get out of this hell? I am not sure whether it might ever happen,” she writes with frustration and finality.

Nobody can touch Prabhakaran: LTTE

Rubbishing frequent claims by Sri Lankan government that the elusive LTTE supremo Vellupillai Prabhakaran has been injured in a military raid, his key aide has said the people would soon realise the "futility" of army's claims of success against the rebels.

"A false propaganda saying our leader Prabhakaran is injured is being carried. Nobody can approach our leader," LTTE political head B. Nadesan told the Tamil Daily Thinakkural in an interview yesterday. While the Sri Lankan security forces were claiming success in their clashes against LTTE, Nadesan said the "people of Sri Lanka will realise the futility of such a claim in times to come".

Nadesan accused the Sri Lankan government of trying to sideline the Norwegian mediators besides contradicting the United Nations. "The government is not in favour of peace process," he said. Lankan Air Chief Marshal Roshan Goonetilleke had said that fighter jets had dropped 20 bombs on Prabhakaran's bunker on November 26, 2007 and had claimed that the rebel leader could have been injured in the attack. The LTTE denied the claim.

No change in AIADMK stand towards LTTE: Panneerselvam

The All India Anna DMK (AIADMK) today made it clear that there was no change in its stand in opposing the outlawed Liberation Tigers of Tamil Eelam (LTTE) in the post-Rajiv (assassination) era.

Reacting to DMK platform speaker Vetrikondan's demand for the arrest of party Supremo J Jayalalithaa for having supported the LTTE and its leader V Prabakaran, AIADMK Treasurer O Panneerselvam, in a statement here, said the AIADMK has changed its stand towards the LTTE after the assassination of former Prime Minister Rajiv Gandhi and there was no change in it.

Dismissing the demand as childish, he said not only Ms Jayalalithaa, but a galaxy of leaders, including former Prime Minister Indira Gandhi and late Chief Minister M G Ramachandran had supported the LTTE, but that was before the assassination of Mr Gandhi.

JVP denies allegation of arms deal link with LTTE

The Janatha Vimukthi Peramuna (JVP) yesterday denied the allegations levelled against the party, accusing it of having had an arms deal with the LTTE during the 1988-’89 period, across the Hambantota coastal area.

JVP Propaganda Secretary Wimal Weerawansa told The Nation that the accusation was cooked up by retired Major General Wasantha Perera in favour of the court case filed against Weerawansa.

“He is trying to influence the procedure of the court with such stories, which are in favour of him. Anyway, we do not believe that anyone will believe those tales as the JVP has contributed immensely to bring the LTTE down to the position in which it is today. He is a retired Army officer and we have to mind that whatever he may say is unofficial,” he added.

Perera filed a case earlier against Weerawansa seeking Rs. 5 million for a statement the MP had made on the Rupavahini’s Visanvada programme.

Weerawansa alleged that the media had twisted the story and reported the incident in the press.
“I was there at the Colombo District Court when Perera made the statement. What he said was that he had investigated in to the matter to check whether the JVP had transactions with the LTTE. He only said that he investigated the issue; he didn’t specifically say that the JVP had an arms deal with the LTTE. It was misinterpreted by the media.”

LTTE chief sustained critical injuries in Nov. raid: Air chief

LTTE supremo V Prabhakaran may have sustained major injuries in the November last year aerial raid on a rebel base but reports of his treatment in India are "baseless", the Sri Lankan Air Force Chief has said.

The Air Force jets dropped 20 bombs during the air strike on the LTTE target on November 26 and they came under "very heavy anti-aircraft" fire from the rebels, Roshan Goonetilleke said participating in a political programme "Thulawa" organised by the state-owned Independent Television Network.

Goonetilleke said he was confident that Prabhakaran had been critically injured in the air strike and added that the war with the LTTE would be over "very shortly", but refrained from giving a time frame.

He, however, dismissed reports of the LTTE chief being treated in India as baseless, the 'Island' newspaper said.

The Air Force chief said he did not subscribe to the view that Prabhakaran had left the country for treatment. "A terrorist leader usually doesn't leave at a critical juncture like this as he fears that someone else might take his place."

Tamil Tigers Exploit Exiles Abroad to Fund Insurgency

After 25 years of civil war, the Sri Lankan government believes that its goal of militarily defeating Tamil rebels is finally in sight. But cutting off the rebels' financial resources is a different matter.

The Sri Lankan flag, with its green-and-orange stripes and yellow image of a lion, fluttered proudly in a brisk ocean wind. President Mahinda Rajapaksa also seemed filled with pride when he stepped up to the microphone to commemorate the 60th anniversary of Sri Lanka's independence on Monday of last week.

"Our security forces are today achieving victories against terrorism unprecedented in history," he said defiantly, referring to the civil war that has crippled the country for the last 25 years. "Terrorism is receiving an unprecedented defeat."

Despite the military parade that followed Rajapaksa's address, it was clear, judging by the many ordinary soldiers positioned behind sandbags, rolls of barbed wire and temporary bunkers in the capital Colombo, that the ceremony was only made possible by tight security precautions. Soldiers and armed security personnel kept a watchful eye on every shop and even every ice cream vendor along the city's harbor promenade.

Radha base hit hard

Two Kfir bombers of the Sri Lanka Air Force (SLAF) 10th fighter squadron took to the skies from Katunayake airbase at around 10.20AM last morning (14th). Their target was a clandestine LTTE military installation located in Vishwamadukulam region, Mullaithiv district (See previous article). In a few more minutes, the jets carried out a precision air strike on the pre identified target which was codenamed Radha base.

Radha base was a large training and logistics base home to some of the most trusted cadres in the LTTE outfit. Military intelligence had previously identified that the base was a central hub of activity for LTTE's so called anti aircraft units.

LTTE anti aircraft (AA) regiment had recently caused minimal damages to several fighter jets of the 5th Jet Squadron when they engaged in low flying bombing missions over rebel held territory. Ever since these incidents, LTTE's AA unit has been a primary target of the SLAF.

Open Letter to Amnesty International - AI bias and deception exposed again

AI never cease to be anti GoSL and pro LTTE. I am referring to the statement by AI referred to in the BBC article with the Title "Security situation worsening - AI ref: http://www.bbc.co.uk/sinhala/news/story/2008/02/080205_amnesty.shtml

Careful analysis of the statement would reveal that, AI does not blame the LTTE, who are their darlings, alone, but wish to drag GoSL and blame them as well.

AI also fail to state that the security situation is worsening, because of terrorism, again appearing to be protecting the terrorists and misleading the world.

There is reference in the article, to an alleged claymore mine attack on a bus in Mannar District on January 29 which allegedly killed 11 schoolchildren.. AI says ‘Both sides blamed each other for the attack.’ Soon afterward AI says in a typical AI fashion ‘Both the Sri Lanka government and the LTTE are failing to comply with their obligations’ without giving any evidence that GoSL is not complying with the obligations. The manner in which the statements were made, it implied that GoSL carried out the claymore mine attack.

Monks in Sri Lanka to counter Valentine's Day celebrations

Sri Lankan Buddhist monks plan to counter Valentine's Day celebrations in the island with programmes to lure the youth away from romantic love which they denounce as an undesirable Western concept.

The Jathika Sangha Sammelanaya (JSS), a national organisation of monks, will hold 'Adishtana' and 'Ashirwada' prayers Valentine's Day Thursday in a bid to make the youth love the country and the security forces battling Tamil Tigers.

The Daily Mirror Wednesday quoted JSS president Venerable Induragare Dhammaratana Thero as saying that Valentine's Day involved 'marketing love' as a commercial product. It also meant that love should be shown only on a particular day. All this was against Sri Lankan culture, he pointed out.

While special prayer ceremonies to foster love among all living beings were being performed on this day since 2004, this year the accent would be on showing love for the security forces, Dhammaratana Thero said.

Bombers may use 'pregnancy prosthetics'

The U.S. Department of Homeland Security is reminding law-enforcement officials of the increased use of female suicide bombers worldwide, and warning that women terrorists might hide explosives in devices “that mimic the look of a pregnant woman.”

The unclassified DHS threat assessment, released Monday and obtained by NBC News, shows photographs of “pregnancy prosthetics,” hollowed-out devices that could hold explosive devices. The report says “female suicide bombers have used devices that make them appear pregnant to hide explosive devices.”

The DHS report states that terrorists are using female bombers more frequently, in part because these attacks generate “more widespread media exposure.” It adds: “Continued use of female suicide bombers-the most recent example being a 3 February 2008 attack at the main railway station in Colombo, Sri Lanka-indicates that terrorists judge this tactic as effective in increasing defenses and thwarting security measures.”

Dilshan Half-Century Brings Sri Lanka CB Series Win

Tillakaratne Dilshan scored a superb half-century as Sri Lanka beat India by virtue of the Duckworth Lewis method, to record their first win, by eight wickets, of the Commonwealth Bank Series in Canberra.

Rain followed the conclusion of India’s innings and as a result Sri Lanka’s innings was reduced to 21 overs and their victory target was revised to 154.

There was a thought before the Indian innings that perhaps a 29 over innings would leave India with a slight dilemma, as to whether they should go for an all out attack as one might associate with Twenty20 cricket, or try and keep wickets in hand as we would expect to see in ODI cricket.

However, given that Sri Lanka’s innings had been altered to 21 overs it was always possible they would feel they had the freedom to approach their run chase like it was a Twenty20 innings. This proved to be the case as the Sri Lankan opening batsmen raced to 41 from just three overs before Sanath Jayasuriya was caught by MS Dhoni off Ishant Sharma for a swashbuckling 27 from just 13 balls.

Sri Lanka cement plant to be expanded by India's Birla

India's Aditya Birla group has suggested expanding a defunct cement plant in Sri Lanka's northern Jaffna peninsula to exploit the region's rich deposits of limestone, government officials said.

A team from the Birla group is in the island for talks with government officials on several investments.

Sri Lankan officials said Monday the initial proposal submitted by the Birla group suggested raising capacity at the Kankesanturai plant to 3.6 million tonnes a year depending on the availability of reserves of limestone, the basic raw material for cement manufacture.

The proposal did not have any details of financial investment and the Sri Lankan authorities are trying to make arrangements for Birla group experts to visit the site in Jaffna, which is cut off from the mainland as Tamil Tigers control the road to the peninsula.
